Spy agency in '01 urged greater eavesdropping (Kansas City Star)
"The National Security Agency warned President Bush in 2001 that monitoring U.S. adversaries would require a "permanent presence" on networks that carry messages protected from government eavesdropping. ... The report raised questions about how new global communications technologies were challenging the Constitution's protections against unreasonable searches and seizures. ... But, it adds, leaders must understand that the agency's mission will demand a "powerful, permanent presence" on global telecommunications networks that carry both 'protected' communications of Americans" and the communications of adversaries that the agency wants to make targets."
